The present invention provides a carbon material for negative electrode constituting a lithium ion secondary battery or a lithium ion capacitor. Mesoporous graphite is used as an active material of a negative electrode constituting a lithium ion secondary battery or a lithium ion capacitor. Specifically, the mesoporous graphite has a specific area within the range of 0.01 m<2>/g or more and 5 m<2>/g or less, and the total volume of mesopores within the range of 0.005 mL/g or more and 1.0 mL/g or less, wherein a volume of mesopores each having a pore diameter of 10 nm or more and 40 nm or less is 25% or more and 85% or less of the total volume of mesopores. By this structure, an output characteristic is enhanced.
