The disclosed electrolyte for non-aqueous electrolyte batteries contains a non-aqueous organic solvent and solute, and also contains as additives both a difluoro (bis-oxalato) phosphate and a tetrafluoro (oxalato) phosphate. The disclosed non-aqueous electrolyte battery uses the aforementioned electrolyte. In the electrolyte for non-aqueous electrolyte batteries and in the non-aqueous electrolyte battery, the combined effect of the difluoro (bis-oxalato) phosphate and the tetrafluoro (oxalato) phosphate results in an improvement in the low-temperature properties at and below 0 as well as an improvement in cycle characteristics and high-temperature storage properties.
