Nickel hydroxide has an extreme value of the response current in the range of 0.4 [V] to 0.5 [V] when it is scanned in the oxidation direction by cyclic voltammetry. In addition, the non-sintered nickel substrate 25 has an amount of oxidized electricity per unit surface area (m2) of 4[C] (coulombs) or more.
