The pre-burying pipe locating rack of the steel tooth sill comprises a locating plate, wherein two rows of paratactic pre-burying pipes are fixed under the locating plate, and openings penetrating through the locating plate are formed in the tops of the pre-burying pipes; a locating shaft is arranged in the middle of each pre-burying pipe; a plurality of detachable outer covers matched with the openings are arranged at the tops of the pre-burying pipes; the outer covers covering the openings are in threaded fit with the pre-burying pipes; through holes which facilitate the locating shafts to pass are formed in the outer covers, a plurality of stationary vane assemblies are vertically arranged on the locating shafts and each stationary vane assembly includes four symmetrically arranged stationary vanes, wherein a disk is arranged between the highest stationary vane assembly and the secondary-highest stationary vane assembly and the pre-burying pipes are filled with concrete. The pre-burying pipe locating rack of the steel tooth sill is provided with the locating shafts with the stationary vane assembliesand the disk, so that the concrete stirred by the stationary vanes is more uniform during the manufacturing; a slant curved surface intersecting with the horizontal plane facilitate increase of the cementation force between the concrete and the locating shafts and the pre-burying pipes, and the whole structure has higher strength.
