The invention provides a surrounding and drilling integrated platform construction method. The construction method comprises the following steps that a cofferdam is erected; a quadrangle gauge pile isdriven into water, wire drawing is carried out, a steel sheet pile is driven in along a drawn wire; the cofferdam is strengthened to form a pile driving platform; brackets, H-type steel, box iron anda framing scaffold are installed on the inner side of the steel sheet pile; a cast-in-place pile is poured; a guide frame is arranged in the cofferdam, a protection barrel is embedded according to the guide frame, a pile driver is lifted on the platform to drive the cast-in-place pile, hole drilling and hole cleaning are carried out, and reinforcing steel bars are arranged in the protection barrel for concrete pouring; a bearing table and a stand column in-water part are constructed; after the cast-in-place pile is poured, a platform distributive girder, a bearing beam and the brackets are dismounted, the protection barrel is pulled out, water extraction and leaking stoppage are carried out in the cofferdam, the framing scaffold and supports are additionally arranged, a foundation trenchis dug, a pile head of the cast-in-place pile is removed through chiseling, and formwork erecting is carried out to pour the bearing table and the stand column in-water part; the cofferdam is removed;and the steel supports and the framing scaffold are dismounted, and the steel sheet pile is pulled out. The surrounding and drilling integrated platform construction method solves the problems that the process is relatively complex, and the economical input is large.
