A water heater comprising a tank (14) defining a water chamber (22) and including an outer surface (26), an electrical component (30) extending outwardly of the outer surface (26) of the tank (14), an outer jacket (34) surrounding the tank (14) and having therein an opening (38) affording access to the electrical component (30), a dam (70) which is located within the opening (38) and which surrounds the electrical component (30), a cap (98) extending over the electrical component (30) and engaging the dam (70), electrical wires (118) which are connected to the electrical component (30) and which extend between the cap (98) and the dam (70), covering the cap (98) and the dam (70), the door (110) being secured to the jacket (34) such that the door (110) engages the cap (98) and thereby forces the dam (70) into sealing engagement with the jacket (34) and the tank (14), and insulating material (42) located between the tank (14), and the outer jacket (34) and outside of the dam (70).
