摘要：
When reception quality of signals detected by a reception Eb/Io (ratio of power received waves to power of interfering waves) detector is equal to or more than a predetermined value and a frame error rate (FER) set by an FER measuring section for a first reference level or more is less than a predetermined reference value, a target Eb/Io setting section sets a value to increase the target reception quality. When the reception quality of signals thus detected is less than the predetermined value and the frame error rate set by the FER measuring section is equal to or more than the predetermined reference value, the target Eb/Io setting section sets a value to decrease the target reception quality.
