A communications system provides a method and apparatus for assigning to a mobile station at least a forward communication channel (410) from each sector of a cell in the communication system, assigning orthogonal spreading codes to the least assigned channels, adjusting a transmit gain of at least one of the channels assigned to zero or very low transmit gain, and placing each sector of the cell that has at least one assigned channel in an active channel set at the mobile station.
