Assessment information necessary for calculating the used vehicle assessment value of a hydraulic shovel (10) is input to a cell phone (20) for transmission to and reception by a remote maker base station (40). The used vehicle assessment value of the hydraulic shovel (10) is calculated based on the received assessment information and the history information and the operation information of the hydraulic shovel (10) that are read from the operation information and history databases (42, 43) based on the ID number of the shovel included in the assessment information.
