A system, apparatus, and method for determining network capacity and managing network congestion in response to a change in an end-to-end communication path between sender and receiver hosts. A receiver mobility notification (204) is provided by the receiver host (202) to the sender host (200). The sender host (200) determines (210) whether the receiver host (202) has moved between networks or sub-networks using the receiver mobility notification (204). If the sender host (200) determines (210) that the receiver host (202) has moved from one network/subnet (102) to another network/subnet (106), a congestion state at the sender host is reset (216) to correspond to the new end-to-end communication path established between the sender host (200) and the receiver host (202) in the new subnet.
