The present disclosure relates to a process for the production of a base complex catalyst comprising reacting a hydroxide base with a polyalcohol, under vacuum pressure, at a temperature in the range of about 60°C to about 220°C, wherein the mole ratio f the hydroxide base to the polyalcohol is greater than about 2:1.
