A coating method, a coater, and a method for manufacturing a planographic printing plate are provided in which no unintended inter-layer mixing is generated even when an upper layer applied onto a dried lower layer is dried. A first coating liquid is applied onto the surface of a support (12) with a first coater (14) to form a lower layer. The lower layer is dried with a first dryer (16) until an amount of the residual solvent reaches not more than 100 mg/m 2 . A second coating liquid is applied onto the lower layer after drying with a second coater (18) to form an upper layer. Moisture of the upper layer is dried with a second dryer (20). In the second dryer (20), within drying zones (20A) to (20C), moisture is removed in the upper layer until moisture content of the upper layer reaches not more than 10% of that at the time of application within the range in which a conditional expression (1) is satisfied: (1) temperature (Tw) of the support (12) ≤ average softening temperature (T0) of the lower layer + 10 °C. Subsequently, the temperature (Tw) of the support (12) is raised within a drying zone (20D) to remove the remaining moisture of the upper layer.
