Embodiments of the present invention disclose a method, a device, and a system for configuring cell range expansion bias, to reasonably configure CRE biases under different ABS transmit powers. The method in the embodiment of the present invention includes: determining, by a first base station, cell range expansion biases under different ABS transmit powers, and sending, by the first base station, the cell range expansion biases under different ABS transmit powers to a second base station or a network management system.
