A work holding device includes a substantially C-shaped first frame 16 that includes a first end 16a and a second end 16b and is rotatable about a first center axis O1 that is located therebetween; and a substantially C-shaped second frame 18 that includes a third end 18a located between the first end 16a and the first center axis O1 and a fourth end 18b located between the second end 16b and the first center axis O1, the second frame 18 being rotatable about a second center axis 02 that passes the third end 18a and the second end 18b and is perpendicular to the first center axis O1. A groove b1 into which an edge of a work is insertable is provided in the second frame 18.
