The method includes: an MCE determines ABS configuration information corresponding to each base station in one or multiple base stations, wherein the one or multiple base stations are all controlled by the MCE and the one or multiple base stations constitute one or more ICIC areas; and the MCE sends the ABS configuration information, corresponding to each ICIC area of the one or more ICIC areas, to each base station of one or multiple base stations in the ICIC area. A technical solution provided according to the present invention achieves that when more base stations all belong a same MBSFN area (that is, an ICIC area controlled by a same MCE), ABS status information and ABS configuration information are transmitted between the MCE and the base stations controlled by the MCE, so as to achieve an ICIC function.
