The tensile element (50) may be secured to the first portion of the outer barrier (40) in a plurality of first bond areas (55,56) and may be secured to the second portion of the outer barrier (40) in a plurality of second bond areas (55,56). Each of the bond areas (55,56) may be connected to portions of the tensile element (50) spaced from the interior surface.
