A waste liquid circulation plate wiping apparatus and an implementation method therefor. The device comprises a wiping cylinder, at least one piece of cleaning substrate, a front nozzle, a middle cleaning spray nozzle, a waterproof device, a new-old liquid separation device, a waste liquid circulation device, a liquid level detection device, a new plate wiping liquid back wash device and a soft water back wash device. The device and method achieve the purposes of saving water and reducing energy in a manner of "separation-collection-circulation-reuse", thereby having relatively high social and economic benefits.
