The present invention concerns a method and a device for re-allocating resources in an integrated satellite-terrestrial network if an abnormal situation occurs in an area covered by the integrated satellite-terrestrial network, the integrated satellite-terrestrial network comprising a terrestrial cellular component composed of cells, a satellite component and a network controller communicating with both the terrestrial and the satellite components, the method comprises the steps of: - monitoring reports in the integrated satellite-terrestrial network, - checking if an abnormal situation occurs according to the content of reports and if an abnormal situation occurs: - identifying a region wherein the abnormal situation occurs, - computing a center of a steerable beam situated in the identified region, - transferring to the satellite component a command in order to apply the steerable beam pointing towards the computed center.
