The first resource allocation device (22) has control of a first subset (SS1) of the resources (S) and cooperates with a second resource allocation device (24) having control of a second subset (SS2) of the resources and receives a request (RQ) for resources from a requester, selects at least one resource, and allocates a selected resource to the requester, where the allocated resource is a resource selected from the complete set (S) if the first resource allocation device (22) is in contact with the second resource allocation device (24) and from the first subset (SS1) if the first resource allocation device (22) has lost contact with the second resource allocation device (24).
