A terminal (120) adjusts a transmission count of consecutive transmissions of the same data to a base station (110), based on a radio resource count of radio resources assigned to the terminal (120) among radio resources of a control channel received from the base station (110). The base station (110) identifies the transmission count based on the radio resource count of the radio resources assigned to the terminal (120) among the radio resources of the transmitted control channel, and based on the identified transmission count, receives the same data consecutively transmitted by the terminal (120).
