The present invention provides a transmitter (100) including a first source network interface (101a), an nth source network interface (101n), a video signal segmenting unit (102) configured to segment a video signal into a plurality of pieces of data (D1 to D12), a sequence number allocating unit (106) configured to allocate a sequence number to each of the plurality of pieces of data (D1 to D12), an IP packet generating unit (104) configured to generate a plurality of IP packets (P1 to P12) by adding IP headers to the plurality of pieces of data (D1 to D12), and a transmitting unit (107) configured to allocate each of the plurality of IP packets (P1 to P12) to one of the first source network interface (101a) to the nth source network interface (101n), respectively, and to transmit the IP packets (P1 to P12) independently.
