A line balancing apparatus includes: an input unit (11) that receives input of positioning details of a person and a robot positioned in processes in an assembly line, jobs representing targets for assignment to the processes, a line balancing condition including takt time for the assembly line, and job information containing possibility of automation and job time of each of the jobs; a calculating unit(12) that, based on the line balancing condition and the job information, calculates an evaluation value which, in case in which the jobs are assigned to a person and a robot positioned in the processes, indicates difference between cycle time in a process in which a person is positioned and the takt time; a searching unit(13) that solves optimization problem on condition of minimizing the calculated evaluation value and searches for line balancing of a combination of assignment of the jobs to the processes; and an output unit(14) that outputs the line balancing which has been retrieved.
