A luminaire controller comprising: a housing; mains input terminals mounted within the housing; a power switch module mounted within the housing and connected to a mains supply; a central processing module mounted within the housing; and a communications module mounted within the housing. The luminaire controller further comprises a dimming interface mounted within the housing and controllable by the central processing module, and an energy measurement module connected to the mains input terminals.
