Provided is a steel cord/rubber composite which is excellent in terms of wet-heat adhesion between the vulcanized rubber and the steel cords and in which the vulcanized rubber has excellent low-loss characteristics. The steel cord/rubber composite is one obtained from steel cords and a rubber composition for covering the steel cords, wherein the rubber composition comprises a rubber component, a filler, a phenolic resin, and a methylene donor and has a cobalt compound content of 0.01 part by mass or less based on 100 parts by mass of the rubber component and the steel cords have been plated with a ternary alloy.
