The method includes: obtaining a sequence set, where the sequence set includes a plurality of sequences, there is at least one first sequence in the plurality of sequences, an auto-ambiguity function of each first sequence is in a drawing pin form, and side lobe energy of a cross-ambiguity function between each first sequence and another sequence in the sequence set is less than a first threshold; and sending a signal based on a sequence in the sequence set, where the signal is used for velocity measurement and/or ranging. In this way, accuracy of performing measurement by a radar is improved.
