According to various embodiments of the disclosure, a method for a base station in which a Master Cell Group (MCG) is configured in a wireless communication system may include detecting a failure of a Primary Cell (PCell) of a Secondary Cell Group (SCG) (PScell), transmitting inter-Radio Access Technology (RAT) measurement configuration information to a terminal, based on the detection, and transmitting information on a cell identified based on the measurement configuration information to a base station in which the SCG is configured.
