A self-regulating heater (200) may comprise a first substrate (202) including a first silicone layer (212a) and a first polyimide layer (214a). A positive temperature coefficient heating element may be formed over the first polyimide layer (214a). A second substrate (206) may be located over the positive temperature coefficient heating element. The second substrate (206) may include a second silicone layer (212b) and a second polyimide layer (214b).
