The method includes: A radio access network device receives first remapping information from a core network device, where the first remapping information includes an identifier of a first network slice and an identifier of at least one second network slice, and the first remapping information indicates that PDU sessions, in the first network slice, of a plurality of terminal devices connected to the radio access network device are to be remapped to one of the at least one second network slice; and the radio access network device sends first indication information to the core network device, where the first indication information includes the identifier of the second network slice, and the first indication information indicates the core network device to remap the PDU sessions, in the first network slice, of the terminal devices to the second network slice, so that a service request of the terminal device is responded in time by using the second network slice, service continuity of the terminal device is ensured, and load control on the first network slice is implemented.
