The method includes: A first access network device configures, as a second radio bearer that is used to carry a unicast service, a first radio bearer that is currently used to carry an MBS between the first access network device and a terminal device. The first access network device sends the MBS to the terminal device in a unicast mode through the second radio bearer. In this way, in a process in which the terminal device is subsequently handed over to a second access network device, the first access network device and the second access network device directly switch an MBS, that is being transmitted, to the second access network device in a current unicast service switching manner. This resolves a disruption of the MBS caused because the second access network device does not support a multicast and broadcast transmission mode.
