In this solution, after a terminal device moves out of coverage of the first network slice, when the target access network device does not support the first network slice corresponding to the first session, the second network slice supported by the target access network device is selected, so that the target access network device transmits, through the second network slice, the data packet of the first application that is originally transmitted in the first session, thereby ensuring service continuity and helping improve user experience.
