The method includes: receiving first configuration information from a radio access network device (401), where the first configuration information includes a plurality of channel measurement resources, and the plurality of channel measurement resources correspond to two groups of channel measurement resources; performing channel measurement based on the plurality of channel measurement resources to obtain a first measurement result (402); and sending the first measurement result to the radio access network device (403), where the first measurement result includes a joint channel measurement result, the joint channel measurement result is a channel measurement result of a first resource pair, the first resource pair includes one or more resource pairs including two channel measurement resources, the two channel measurement resources respectively belong to the two groups of channel measurement resources, and the joint channel measurement result includes information about the first resource pair. In embodiments of the present invention, a case in which the plurality of channel measurement resources simultaneously use different channels is considered in a channel measurement process, so that accuracy of channel measurement can be improved.
