An encryption key generating device (2) includes a shared key separator (23) separating a shared key (K0) into a first key (K1) and a second key (K2) and storing the first key (K1) in a non-volatile memory (20) and storing the second key (K2) in a volatile memory (21); a key extender (24) extending the second key (K2) to the same key length as that of the first key (K1) and storing the second key (K2) extended as a third key (K3) in the volatile memory (21); a key calculator (25) calculating an encryption key (K4) by an exclusive-OR of the first key (K1) and the third key (K3) and storing it in the volatile memory (21).
