The extraction unit (36) extracts an air-conditioning setting value having the highest evaluation by the evaluation unit (35) from among the plurality of candidates for the air-conditioning setting value. The air-conditioning controller (19) controls the air-conditioning apparatus (10) with the air-conditioning setting value extracted by the extraction unit (36).
