The chromium-containing layer 4 has a plurality of core-shell particles 5, the core-shell particles 5 are disposed on, of the coating layers 3, one layer adjacent to the chromium-containing layer 4, and each of the core-shell particles 5 has a core 5a of chromium metal or a chromium compound and a shell 5b of chromium oxide covering the core 5a.
