The first parameter includes one or more of the following parameters: a carrier bandwidth of at least one carrier, a bandwidth part BWP in at least one carrier, identification information of at least one carrier, identification information of a cell to which at least one carrier belongs, or a quantity of carriers. This can reduce a waste of resources and improve resource utilization.
