PROBLEM TO BE SOLVED: To unify maneuverability of program reservation and enable program reservation even from a remote place, even in the case of a receiver of different manufacturers. SOLUTION: An EPG data acquisition means 501 receives a digital broadcast signal from a broadcasting station, and acquires electronic program guide (EPG) data showing a program guide from the signal. A reservation reception means 503 receives program reservation from a user on a web page. A reservation information forming means 504 forms program reservation information containing the received program reservation and a receiver ID of the user, on the basis of the acquired EPG data, and stores the information in a storage device 309. The stored program reservation information is encoded to a control instruction code for controlling program reservation process in a receiver of a broadcasting condition corresponding to a receiver ID, multiplexed by a broadcast signal with a suitable point and broadcasted.
