PROBLEM TO BE SOLVED: To enable a usage of a content even when a terminal device exists in a limited area unconnectable to a public network, and enable a secure purchase of an authentic content when the terminal device moves to the outside of the limited area.SOLUTION: A local server device comprises: a limited area-purpose distribution device communication part 201 that acquires a provisional content to be distributed only in a limited area from a content storing device existing on the public network; a provisional content storage part 203 that stores the acquired provisional content; a provisional purchase-purpose content generation part 205 that adds the identification information of the limited area to the provisional content to generate a provisional purchase-purpose content; and a terminal authentication part 213 that authenticates the terminal device on the basis of first authentication information available only in the limited area. When a request comes from the authenticated terminal device, the provisional purchase-purpose content is distributed to the authenticated terminal device.
