Both the tape coil 5 and the sheath 6 are provided on the fibers 1 and substances 11 to form an optical fiber core. The plural communication lines 8 are gathered above the periphery of the optical fiber core, and then the jelly 3 is filled into the gaps of lines 8. After this, the outer sheath 6' is provided. It is possible to provide the sheath after distributing an anti-tension substance such as a cabler or the like on the optical fiber.
