Provided is a method of manufacturing a hard coat and anti-reflection film by substituting conductive particle for particle having conductive and magnetic features and distributing them on the transparent material film regularly so that compensate loss of time, to be more competitive at cost and productive in film production. The method of manufacturing a hard coat and anti-reflection glaring film has the steps of: containing conductive/magnetic particle(3) in the transparent resin; forming hard coat layer(2) by applying the transparent resin containing conductive/magnetic particle(3) on a transparent film material(1); localizing conductive/magnetic particle(3) of hard coat layer(2) to the transparent film material(1) in use of applied magnetic material by disposing matrix-structured applied magnetic material inside the roll in order to have regularity for all the materials; hardening the transparent resin.
