A method for manufacturing a washing device and the washing device thereof are provided to fix securely by binding bundles of fiber yarns with a metal ring of anti-rust material using an air clipper. A method for manufacturing a washing device comprises the steps of making a filament yarn with 20 to 100 denier thickness after melting titanium dioxide as anti-inflammatory agent with high molecular resin as a main raw material, arranging an intermingled synthetic fiber yarn(10) by executing an intermingled process which produces bent and twist of 10 to 50 times per an inch of filament yarn in a condition of air pressure of 2.5kg/cm^3 to 8kg/cm^3 and in a temperature of 80 to 140°C at an intermingled unit(116), fixing bundles of fiber yarns(20) which are constituted of hundreds or thousands of intermingled synthetic fiber yarn strands with a metal ring of anti-rust material(22) using an air clipper, and producing the washing device by heat process in a heat process unit(128) after cut from a cutting unit(126) in a predetermined length.
