A method for sending a Buffer Status Report (BSR) is provided, which includes that: an Evolved Node B (eNB) sends an allocation rule for buffer data of a radio bearer which are to be allocated among eNBs to User Equipment (UE), the allocation rule including allocation proportion information or including allocation proportion information and an applicable condition of the allocation proportion information; and the eNB receives a BSR from the UE, the BSR being determined by the UE according to the allocation rule.
