The adhesive agent layer (3) includes a primer agent layer (4) formed on a surface of the stabilizer bar (2) and having a dry film thickness of 3 μm or more and 13 μm or less; and a first top coat agent layer (5) formed on the primer agent layer (4) and having a dry film thickness of 5 μm or more and less than 13 μm.
