The method comprises: acquiring, by a UE, first information that is used to instruct the UE to perform service transfer to a wireless local area network (WLAN) access point; performing service transfer according to the first information; and sending a service transfer result to a 3rd Generation Partnership Project (3GPP) access point that serves the UE.
