The operating method may include performing a registration process along with a network entity, performing a resource reservation process along with the network entity in response to the registration process being performed, receiving a peer list provision request from the network entity in response to the resource reservation process being performed, and transmitting, to the network entity, a peer list including information associated with an overlay resource for the network entity based on a priority level of the network entity in response to the peer list provision request being received.
