The method includes: receiving, by a network device, first indication information and a resource request message that are sent by user equipment UE; and allocating, by the network device to the UE according to the first indication information and the resource request message, time frequency resources used by the UE to send at least two pieces of second to-be-sent data in a resource scheduling period. According to the method in the embodiments of the present disclosure, data sending efficiency of the UE is improved.
