Provided are a photoelectric conversion element including a first electrode having a photosensitive layer including a light absorber on a conductive support and a second electrode, in which the light absorber includes a compound having a perovskite-type crystal structure having an organic cation represented by Formula (IA) below, a cation of a metallic atom, and an anion that is an anionic atom or atomic group, a solar cell, and a method for manufacturing a photoelectric conversion element, including bringing a layer in which a photosensitive layer is to be formed into contact with liquid including the above-described compound. [RA—NH2(H+)]1-n{[(RB)n2-L-NH2](H+)}n  Formula (IA) in the formula, RA represents a specific group such as an alkyl group.
