A network device includes a memory configured to store a memory and one or more processors operably connected to the memory. The one or more processors configured to receive, from a content provider, signaling concerning a payload for MBMS. The one or more processors are further configured to receive, from the content provider, the payload, process the payload based on the signaling, and transmit, to an MBMS gateway, the processed payload.
