A method comprises: receiving transmission configuration information used by a network element for determining transmission parameters, wherein the transmission configuration information comprises a first set of parameters comprising at least a first repetition level set index, a first repetition level index, a first resource allocation and a first transport block size index, or a second set of parameters comprising at least a second repetition level index, a second resource allocation, and a second transport block size index, or a third set of parameters comprising at least a modulation and coding scheme level index, a third resource allocation and a third transport block size index; determining transmission parameters used by the network element based at least in part on the transmission configuration information.
