The bicycle controller includes an electronic control unit that is configured to control a motor, which assists pedaling of a bicycle in accordance with a manual driving force. The electronic control unit is further configured to change a response speed of the motor with respect to a change in the manual driving force in accordance with an inclination angle of the bicycle.
