One apparatus includes a receiver that receives an uplink grant corresponding to an uplink transmission parameter. The apparatus includes a processor that determines a priority order of multiple logical channels based on an uplink transmission parameter priority corresponding to the uplink transmission parameter and a logical channel priority of the multiple logical channels. The processor assigns resources to logical channels of the multiple logical channels based on the priority order.
